Financial Assistance Scheme (FAS)
The Ministry of Education provides financial assistance (MOE FAS) to needy Singapore Citizen students in Government or Government-Aided Schools. For needy students who are not eligible for the MOE Financial Assistance Scheme, the School Advisory Committee also provides financial assistance (SAC FAS).
MINISTRY OF EDUCATION (MOE) FINANCIAL ASSISTANCE SCHEME
Eligibility Criteria
The student is a Singapore Citizen and meets one of the following conditions:
- The family’s Gross Household Income (GHI) does not exceed $1,000 per month or
- The family’s Per Capita Household Income (PCI) does not exceed $750*
*PCI is gross monthly household income divided by +number of members in the household.
Example: household with a gross monthly income of $3,500 with 5 members will qualify, as PCI is $700.
+Household members include the student, his/her parents, and unmarried siblings of the student, regardless of the address.
Grandparents and other dependents living at the same address may be included on a case-by-case basis. They include:
- Relatives who are old or sick and are unemployed and dependent on the family; and
- Child dependent (where family is the legal guardian).
The scheme provides for:
- Full waiver of school fees of $5.00 per month
- Full waiver of miscellaneous fees of $20.00 per month
- Textbook grant - textbooks and writing materials in the approved book list
- Free school attire, on a need basis – 2 sets of uniforms, 2 sets of PE attire, 1 set of School Polo T-shirt (For Secondary 1 students only), 2 pairs of socks and 1 pair of shoes
- Transport Subsidy of $17 per month for students taking public transport
- Meal Subsidy of $38 per school week
SCHOOL ADVISORY COMMITTEE (SAC) FINANCIAL ASSISTANCE SCHEME
Eligibility Criteria
- Student is a Singapore citizen and does not qualify for MOE FAS,
- Gross Household Income (GHI) does not exceed $4,400 per month or Per Capita Income (PCI) is not more than $1,100 per month, and
- Good conduct and at least 80% attendance in school.
The scheme provides:
- Full waiver of school fees of $5.00 per month
- Full waiver of miscellaneous fees of $20.00 per month
- Textbook grant - textbooks and writing materials in the approved book list
- Free school attire, on a need basis - 2 sets of uniforms, 2 sets of PE attire, 1 set of School Polo T-shirt (For Secondary 1 students only), 2 pairs of socks and 1 pair of shoes
- Transport Subsidy of $10 per month for students taking public transport
- Meal Subsidy Programme of $15 per school week.

Please do not buy school attire and textbooks if you are applying for financial assistance as there will be no refund for items purchased.
Application Process
Parents may apply for MOE FAS through either (1) hardcopy or (2) online via eFAS.
Application forms are available from the General Office or you can download the application forms below.
Application strictly via hardcopy form is required for:
a. Family with other dependents (Great grandparents, Aunties/Uncles, Cousins and others)
b. Family with more than 5 children in Government and Government-Aided schools
c. Family with more than 4 unmarried children not in Government and Government-Aided schools
d. Family with more than 3 grandparents in the household
Parents/ guardians with children in different schools need to submit only one application form for all their school-going children/ wards to one of their schools. The school which receives the application form will inform the parents/ guardians of the outcome for all the children.
Student who is a ComCare recipient need not submit the application for MOE FAS as it will be automatically granted to all ComCare recipients.
All hardcopy application forms must be submitted together with the required supporting documents to the General Office.

Once the application is approved, the school will make arrangement for your child to collect the textbooks and uniform.
