Financial Assistance Scheme (FAS)
The Ministry of Education provides financial assistance (MOE FAS) to needy Singaporean students in Government or Government-Aided Schools who needs financial assistance for their students. For needy students who are not eligible for the MOE Financial Assistance Scheme, the School Advisory Committee also provides financial assistance (SAC FAS).
MOE Financial Assistance Scheme (FAS) 2026
Eligibility Criteria
The student is a Singapore Citizen and meets one of the following conditions:

The family's Gross Monthly Household Income does not exceed $4,000 per month or
-
The family’s Per Capita Household Income (PCI) does not exceed $1000*
Household income is based on 12- month average, includes all employment/trade income, including bonuses and allowances, and employee’s CPF contributions. Other administrative income that are taxable (e.g rental income, dividends and taxable investment income) must also be included when calculating a family’s GHI.
+Household members include all individuals related to the student by blood, marriage or legap adoption (e.g uncles, aunts, cousins, grandparents etc) staying at the same address as the student.

Textbook grant - textbooks and writing materials in the approved book list

Free school attire, on a need basis – 2 sets of uniforms, 2 sets of PE attire, 1 piece of School Polo T-shirt (For Secondary 1 students only), 2 pairs of socks and 1 pair of shoes

Transport Subsidy of $21 per month for students taking public transport

Meal Subsidy of $41 per school week
Online application
Parents should apply for FAS via
1. Parents Gateway under Service tab > Financial Assistance or
2. Through this eFAS link https://go.gov.sg/moe-efasggas
You will receive an acknowledgement email upon successful submission of application.
Other Information
1. Students who received financial assistance in 2025, must re-apply if they require financial assistance in 2026.
2. Parents/ guardians with children in different schools need to submit only one application form for all their school-going children/ wards to one of their schools.
3. Student who is a ComCare recipient need not submit the application for MOE FAS as it will be automatically granted to all ComCare recipients.

Once the application is approved, the school will make arrangement for your child to collect the textbooks and uniform. Please do not buy school attire and textbooks if you are applying for financial assistance as there will be no refund for items purchased.
SCHOOL ADVISORY COMMITTEE (SAC) FINANCIAL ASSISTANCE SCHEME
Eligibility Criteria

Student is a Singapore citizen and does not qualify for MOE FAS,
-
Gross Household Income (GHI) does not exceed $5,500 per month or Per Capita Income (PCI) is not more than $1,375 per month, and
-
Good conduct and at least 80% attendance in school.
Benefits:

Full waiver of school fees of $5.00 per month

Full waiver of miscellaneous fees of $20.00 per month

Textbook grant - textbooks and writing materials in the approved book list

Application Process
From 2026 FAS exercise onwards, all applicants must first apply
for the MOE FAS. Applicants who are not successful will be assessed by
the school for eligibility under the SAC FAS.
Please do not buy school attire and textbooks if you are applying for financial assistance as there will be no refund for items purchased.
